As a contract owner, Edsall is protesting the employment of subagent Vaughan's son as a commissary or inspector of rations due the Miamis in Kansas, and particularly that the contract owners should have to pay him. Edsall views Vaughan's son's employment as spurious. Edsall also asserts that the son is paid too much, clearly implying nepotism.
